New Guidance Note Provides Tools & Resources to Support Early Childhood Development in Emergencies Programming
A new Guidance Note published by the Inter-agency Network for Education in Emergencies (INEE) provides a set of tools and resources for practitioners implementing Early Childhood Development in Emergencies (ECDiE) programming.
Childhood Education International is proud to have collaborated with INEE to develop the Guidance Note, which supports the planning, design, implementation, and evaluation of quality, multi-sectoral, inclusive ECDiE interventions.
“This ECDiE Guidance Note will support practitioners across the globe and in crisis and conflict settings as they employ tips, tools, and approaches when conducting programming throughout the emergency cycle,” said Katherine Tek, Practice Area Lead for Wellbeing at CE International and CE International’s lead on this project. “As part of this initiative, we were also delighted to collaborate with INEE to develop the ECDiE Programming Library. Any user can go there for resources in multiple languages, from ECDiE toolkits to manuals to background papers, all in support of the youngest children and their caregivers.”
Tools Supporting Practitioners’ Work in ECDiE
The Guidance Note is organized around three main phases in the emergency cycle: preparedness, response, and recovery. It also includes specific resources for coordination and for monitoring and evaluations for quality. Each section includes guidance around core actions and related resources.

Guidance Note
The Guidance Note was commissioned by INEE with support from the INEE Early Childhood Development Working Group. It was developed in collaboration with INEE by a CE International team led by Katherine Tek and composed of Dr. Fatima Dar, Dayana Garcia, Dr. Hollie Hix-Small, Sakil Malik, Rachel Maranto, Amy Pallangyo, Dr. Amlata Persaud, and Suha Tutunji.
The Guidance Note is currently available in English and French. It will be available in more languages in the future.
