Guidance Note Supporting Practitioners’ Work in ECDiE

Developing a “toolbox” for practitioners and local-level implementers serving young children and families facing emergencies and crises in their communities worldwide.

Childhood Education International worked in conjunction with the Inter-agency Network for Education in Emergencies (INEE) to develop a Guidance Note for practitioners working in Early Childhood Development in Emergencies (ECDiE) contexts around the world.

CE International and INEE’s Early Childhood Development Working Group – an international community of practice dedicated to developing and disseminating practical tools and publications for use in early childhood develop in emergencies – developed the Guidance Note to support the planning, design, implementation, and evaluation of quality, multi-sectoral, inclusive ECDiE interventions.

Preparedness, Response, and Recovery

The Guidance Note serves as a “toolbox” of practical guidance for those working on the ground before, during, and after an emergency or crisis, and for those striving to plan, design, and implement integrated ECDiE services and interventions.

It is organized around three main phases in the emergency cycle: preparedness, response, and recovery. It also includes specific resources for coordination and for monitoring and evaluations for quality. Each section includes guidance around core actions and related resources.

Some key takeaways from the Guidance Note include:

  • What quality, inclusive ECDiE programming is, and how practitioners can better understand it
  • Suggested entrypoints for ECD interventions
  • Guidelines for needs assessments and preparedness planning
  • Psychosocial support techniques and methods for setting up safe, child-friendly space
  • Stakeholder mapping and coordination guidance
  • How to create a monitoring plan and document lessons learned

Guidance Note

The Guidance Note was commissioned by INEE with support from the INEE Early Childhood Development Working Group. It was developed in collaboration with INEE by a CE International team led by Katherine Tek and composed of Dr. Fatima Dar, Dayana Garcia, Dr. Hollie Hix-Small, Sakil Malik, Rachel Maranto, Amy Pallangyo, Dr. Amlata Persaud, and Suha Tutunji.

The Guidance Note is available in English and French.
