Strengthening Early Childhood Leadership and Quality Assurance in Vietnam
As part of our commitment to supporting governments in developing and maintaining high-quality early childhood systems, Childhood Education International (CE International) partnered with the Ministry of Education and Training (DOET) in Vietnam to design and deliver a nationwide leadership and quality improvement initiative for early childhood education.
This collaboration exemplified CE International’s Quality Assurance consulting approach—helping ministries align existing frameworks with international best practices, build leadership capacity, and create conditions for continuous improvement across the early childhood care and education (ECCE) system.
Building Capacity for Quality and Strategic Leadership
Vietnam’s national quality framework for early childhood education provides a solid foundation for ensuring consistency and excellence. However, as the sector evolves, school leaders play a pivotal role in translating those standards into practice. CE International worked closely with DOET to assess current needs and design a two-day intensive training program tailored to the Vietnamese context. The goal was to empower kindergarten leaders to strengthen their leadership, implement quality standards with fidelity, and develop robust strategic plans that drive ongoing improvement.
A Scalable, Accessible Model for Systemic Impact
More than 2,500 early childhood educators participated in this unique national initiative. Delivered through 10 regional training hubs, the program combined live virtual facilitation with pre-recorded sessions, interactive workbooks, and resource guides—ensuring equitable access across provinces.
The training’s three modules—Innovations in Early Childhood Leadership, Adapting Global Quality Guidelines to the Vietnamese Context, and Strategic Planning for Early Childhood Leaders—aligned global insights with national priorities. CE International’s team provided the design, facilitation, and resource development expertise, while DOET’s logistical coordination enabled high-reach, small-group engagement.
Advancing a Culture of Quality and Continuous Improvement
By embedding principles of Quality Assurance, the program strengthened Vietnam’s early learning ecosystem and advanced a shared understanding of what quality means in practice. Leaders left equipped with tools to monitor progress, reflect on outcomes, and sustain improvements within their schools—laying the groundwork for a more resilient and accountable early childhood system.
